First, most/nearly all are just rip-offs. And they’re in it for the money, so the last thing you’re going to find are free fortune tellers.
However, there are some inexpensive sites like Fiverr where people say they can read palms, tell your fortune, etc. I’m not endorsing those–note that I’ve already said most aren’t authentic. However, they can be fun and you’ll spend a whole lot less than you would going into a fortune teller’s.

Your best bet is probubly friends who do some kind of fortune telling, when you’re looking for it for free. Sometimes on spiritual forums, people may offer free practice readings.
